Concerning · regarding — the formal 'about' of documents, questions and inquiries. Korean grammar for advanced learners — Level 5A, lesson 4: 모집 요강을 읽다 (Reading the admissions guide — applying to a university or graduate school: deadlines, documents and the visa).
What it means
N에 관하여 says what something is about, in writing and in polite speech: 지원 자격에 관하여 문의했습니다 'I inquired regarding the eligibility'. It is followed by a verb (설명하다 · 문의하다 · 안내하다); the short forms 에 관해 · 에 관해서 are the same. Before another noun the form is N에 관한 N: 비자에 관한 안내 'information regarding the visa', 요강에 관한 질문 'a question about the guide'. The meaning is that of N에 대해서 (Lesson 3A-9); in notices, public announcements and phone inquiries 에 관하여 fits better.
