It will probably …, but — admit what is likely (or what the listener feels), then turn. Korean grammar for advanced learners — Level 5B, lesson 5: 내 돈 지키기 (Protecting my money — a pay slip, the January tax settlement, scam calls and texts, and a bank counter).

What it means

A/V-(으)ㄹ 테지만 first grants something likely — or what the listener surely feels — and then turns: 돈을 돌려받기는 어려울 테지만 신고는 해 두세요. With 받침 use -을 테지만; with no 받침 or ㄹ, -ㄹ 테지만: 많을 테지만 · 올 테지만 · 힘들 테지만. For something already past use -았/었을 테지만: 들었을 테지만 · 놀라셨을 테지만. It is close to -겠지만 but sounds more formal — and scam calls often open kindly with it.
