What it means
이래 가지고(서) means 'like this, in this state' — 이래 is short for 이러해. 이래 가지고는 + 안 되다 or 못 하다 says the present state will not work: 이래 가지고는 접수가 안 돼요. 이래 가지고서야 어떻게 …겠어요? is the strongest judgement: 이래 가지고서야 어떻게 시험을 보겠어요? For what the other person said, use 그래 가지고; for something over there, 저래 가지고. In writing, use 이렇게 해서는.
